If you read vac across the heater relay in a normal dry cycle, you will need to ohm the heating element, and the high limit thermostat.

You should have resistance from one terminal to the other on the heating element and each terminal to the housing should read open.

You should read resistance across the high limit thermostat as well. If either the heater or the high limit are bad they will need to be replaced. I am giving you the disassembly instructions in the images below.
